Dr. David C. Schwartz

Founder and President of the ElderCare Companies, Inc., Dr. Schwartz is an internationally recognized leader in providing both housing and health services to senior citizens, disabled persons and low-moderate income families. Dr. Schwartz has been active in the housing field - - all across America, for about thirty years. He has been: Chairman of the Board, National Housing Institute; Vice President of the National Housing Conference; a housing consultant to states, counties, cities, housing authorities, Fortune 100 Companies, lenders, developers, hospitals, HMOs, nonprofit corporations and labor unions.

Dr. Schwartz has very strong, affirmative relationships with housing agencies and private-sector housing management entities - - agencies and entities representing more than 10 million senior citizen and other residents - - nationwide. He works closely with public housing authorities, state housing finance agencies, private-sector housing management companies. Dr. Schwartz also has extensive contacts in senior citizen centers (and other agencies in daily contact with seniors in every region of the nation.

More specifically, housing-based healthcare has been conducted for the Saint Barnabas Health Care System, NYLCare, United Healthcare, University Health Systems, Inc., Riverview Medical Center (NJ), New Jersey Department of Health - - and a wide variety of private providers of health-related and assisted living residences. Dr. Schwartz has also provided consulting services to the States of Maryland, Vermont, Connecticut, New Jersey, Kentucky, Tennessee, North Carolina and Oregon - - and to cities and counties across the United States.

Presently, Dr. Schwartz is: • Professor Emeritus of Urban Studies and Community Health at Rutgers, The State University of New Jersey; • Chairman of the Board, The Senior Citizens Home Safety Project of America; • Member, Board of Directors, National Housing Conference; • Member, Board of Directors, National Housing Institute

Dr. Schwartz’s housing-based research (comprised of more than 30 research projects on which he has been Principal Investigator) includes work funded by: NSF, Ford Foundation, Huntington Health Fund, Earhart Foundation, Guggenheim Foundation, Prudential Foundation, HUD, Farmers Home Administration and many others. Dr. Schwartz is author of five books and more than 50 scholarly articles. He is now engaged in co-editing Catching Our Parents Before They Fall: An Annotated Anthology of Readings on Geriatric Fall Prevention and Housing-Based Healthcare (in progress).


Ms. Paula Smith

Ms. Smith is presently Executive Vice President of, and a Principal in, The ElderCare Companies, Inc. - - having previously served as Chief Operating Officer of the Senior Citizens Home Safety Project of America, Vice President of the Corporation for Housing-Based HealthCare and Vice President of Norcoss, Inc.

Ms. Smith has: administered health information programs in New York City (under contracts with two national Medicare HMOs); provided strategic planning and implementation consulting services to ten hospitals and nine nursing homes in the metropolitan area.

Nationally, Ms. Smith: • Is a Certificate of the American Society on Aging; • Is a recognized authority on health-related geriatric outreach programs; • Has provided liaison services with Fortune 100 companies (including leaders in health and health-related hospitality industries).

Ms. Smith is also active in developing geriatric fall prevention programs in Pennsylvania, New York and New Jersey and is presently engaged in negotiating health services contracts with and for agencies in New York City, New Jersey, Pennsylvania and Florida.

Ms. Smith is also coeditor of Catching Our Parents Before They Fall: An Annotated Anthology of Readings on Geriatric Fall Prevention and Housing-Based Healthcare (in progress).
